Asked about minor incident but not Insurance company is saying I made a claim?

Hi Guys,
My dad has progressive insurance. Recently he bumped into a fence and had some damage. He called progressive and after speaking decided he didn't want to claim it and instead ended up fixing the damage out of pocket. Fast forward this month we receive a statement saying we made a claim and are 100% at fault and our premiums may go up.
Not sure what is going on but any suggestions on what to do/say when I call up the insurance company. I don't want this on our record which will raise our future premiums.
