steering wheel tilt mechanism failing

I have a 2015 avalon limited and the steering wheel tilt mechanism is coming loose while driving.
Dealership tells me there are no maintenance items in this mechanism and I have to replace the complete steering wheel assembly for big bucks. Is this true? thanks brian
