Dealership Gouging or Warranted Pricing?

My local Toyota dealership has recently taken a look at my 2009 Toyota Highlander Hybrid after I mentioned that there is a weird sound/feeling as I was driving at slow speeds - coming from the front of the car. The struts were recently replaced (within the year) so that's super odd but perhaps there is a factory defect I should be reimbursed for?

Anyways, my main question is with the parts list I have included + labor the dealership has quoted me at $4100 (CAD). Does this seem right?

You can always get another opinion. One thing I am curious about is who installed the struts a year ago and why exactly did the dealer say they were needed?

As far as pricing goes between the dealers not selling enough cars and the fact that they have no choice but to start compensating the technicians better if they want to retain them and possible attract new talent repair prices are likely to rise over the next few years.
