hvac / air Mode Door Actuator Advice

97 subaru legacy brighton
I am unable to switch between air modes ( defrost, feet, body) and from the research I have done it seems like the issue is my mode door actuator. So I finally found the part and installed it and it still does not switch between modes.
I was wondering if I had to have my dash and all other electronics plugged in (dash lights) in order for it to work?
Also is it more likely that my wiring harness has a short in it or that my vent dash control box ( not sure what to call that part (but the box that you can switch between hot and cold or between the different modes))could be faulty?
