Should this be mostly empty before starting the engine?

It likely has markings on it that show normal cold levels. It would be normal for the level to be lower after the engine has cooled compared to what it shows when hot. If it needs a little added, just get ready to use (doesn't need water added) and fill just to the full warm level. Then watch the next few days to see if the level falls again, or if you happen to smell coolant while driving.
