Electrical issue - car losing all electricity while driving

I'm having electrical issues after tethering this bracket to the exhaust system with some wire. My car has died completely while driving twice and glitches out when using electrical components (brights, blinker, windows). I checked to see if the tubing was touching the exhaust system but it is not. I also cannot find where this bracket is supposed to be screwed in. Looks like the screws have rusted off. Any idea on how to fix this issue?

That bracket and harness would have nothing to do with the rest of the car losing power. That is a heat shield for the exhaust and the wire appears to be for the downstream O2 sensor, which if it grounded the worst that would happen is it might blow a fuse for the heater circuit.

How frequently does the loss of power happen? When it happens how long does it take for power to come back on? Could you make a short list of things that stop working as well as anything that continues to operate and share it here?
