CT4 V noise

My CTV 4 l, with 33,000 miles is making a noise from the front driver side. It happens between 20-40 MPH while maintaining speed (not accelerating). Cadillac says they could not duplicate the issue. Based on the audio/video I supplied they claim that it is the Turbo spooling and that if they replaced it, the noise would remain and possibly become louder. (Anyone with any knowledge knows that it is not spooling). The video is for audio only (nothing to see). I'm new here, any help would be appreciated if I can manage to link the video.
Update. Turns out, I can not link the video.

Trying to listen to a video isn't really enough to accurately determine the source of a sound anyway. The best anyone would do is imagine what they think "it sounds like" even if the technicians hear the sound the diagnostic routine requires them to attempt to judge the location of the sound the best that they can and then try to figure out how to make the sound occur in the shop so they can work to rule in and rule out possible sources. One thing that more advanced shops/technicians can do is attach wireless microphones and vibration transducers to suspect areas. Then they can use sophisticated equipment to analyze the information that is collected. Keep in mind that not every sound that can be heard is something wrong that needs to be or can be repaired.

@the cardoc3. Thanks for the feedback. They did use the chassis ears and determined that it was turbo spooling. I have no doubt that they heard spooling. My concern is that the audio that I supplied sounds like a break wear indicator on steroids and they claim that its "normal turbo spooling ". The sound turns heads in traffic. I understand ruling things in or out, narrowing down possibilities, etc. I would have been fine if they wouldn't have used the word "normal" and blamed it on something specific when it's very clear that they are wrong. Let me ask, have you ever heard anyone say that, if they change a part (turbo) or any other part, that the suspected noise could become louder?

I can accept that the sound of a turbo charger spooling up under a hard acceleration can be heard, in fact I expect it. But running at steady speed? That doesn't make any sense. The turbo charger would still be turning but it's speed would be so low at cruise that I wouldn't expect any sound at all from it. With a bypass system the turbo can keep spinning longer after a heavy acceleration But, even then, being loud enough to be heard seems a bit of a stretch and even if it was it would still slow down very quickly, and the sound should diminish. The issue now is what else could make a sound that is similar to a turbocharger whine. I cannot rule out a belt slipping although that usually more of a screech. It could be a wind whistle in the intake manifold or air inlet system. You may need to have someone else investigate this other than the dealer. https://www.youtube.com/watch?v=D3djVW3dSGA
