Bleeding brake continuous air

I'm having trouble bleeding a new brake caliper. I've got no leaks and have someone pumping the brakes correctly, but when I open the bleeder valve I get a ton of air repeatedly. Any ideas? I've bled all other three calipers in the correct order.

    This would be an easy answer if I could see the vehicle, without that there are a lot of things that cannot be ruled in or out.

    Was the one caliper the only repair done or is there more to this?

    Where is the bleeder screw? Is it at the top or the bottom of the caliper?

    Do not pump the pedal. Open the bleeder and tell the assistant to push the pedal down. When the assistant has pushed the pedal down, they need to tell you "Down". Now close the bleeder and tell them let it up. When the assistant has released the pedal and it is up, they need to tell you "Up".

    Make sure the master cylinder is staying full. Has the master cylinder been allowed to drain out at any time during the attempted bleeding? If so, then you may need to bleed the master cylinder.

    Did you attempt gravity bleeding, vacuum bleeding, or pressure bleeding before you went to the pump the pedal routine?
