What can I do or better how can I do it.

People who don't work on rust belt cars rarely get to see some of the challenges they present. Those seven bumps around the outside edge are (were) phillips head screws. With a very sharp chisel to start out, attempt to re-create the + shape. You may be able to use a driver tool to get some of the screws out that way. If there ends up not being enough material to do that you could try and make a slotted head screw out of them and repeat with the driver tool. This can be done with a hand saw, or sharp file. Power tools of any kind are not recommended to do this because of the presence of fuel vapors and the likelihood that you will generate a spark. It is entirely possible some of the screw heads will need to be drilled off of the bodies, and then the remainder of the screw can be removed after the sending unit is out of the way.
In any case consider the chances that you are not going to get this apart and be able to put it back together and not have any leaks. The sending will most likely need to be replaced, its any ones guess if the tank is going to survive.5
