Flat tire at 70 psi?

I have a 2010 Prius. One of the tires looks pretty low, so I put my handy dandy Ryobi P737DCN 18v Power Inflator on it and see it fluctuate wildly between 40 - 70 psi. I checked it again over the next few days - and same thing. Seems to act normally on the other tires.
Any idea what's going on here?

    Is the valve core opening?

    Yeah, get a different tire gauge and check it, the core may be too far in to be depressed by the Ryobi.
