I received the same letter and GM denied me the replacement. said I was over the allotted mileage. Um yeah, how about they figured this problem out way back in 2011 when people first began complaining and forming discussion forums about it. I bought my 2009 Impala used in 2010 with over 65k on it. 5 years later I am at 138k. I have been getting the "engine power reduced" message along with the "service traction control" for the past 1 1/2 years. Finally GM issues a recall to fix the problem, but only on certain vehicles that meet their "specifications". WTF... pardon my language but I am highly frustrated. When I contacted GM to contest this they said that they would "try" to see if there was anything they could do to assist. but in the mean time i should take it in to my local dealership and have them replace the throttle sensor. ok, I said, and who is going to pay for the service fees. The rep said, I could try to get GM to pay by requesting reimbursement. Sure.. OK!
