Years ago I replaced the brakes (all drums) on a 73 Duster with J C Whitney 'semi-metallic'. This wasn't their most expensive ones, they had something more expensive and probably even harder.
After installing these, while stopping, small children and animals would hold their ears and run because of the squeal. Closer to a scream than a squeal.
I looked at them a couple of time. Didn't appear to be any wear, just a glaze formed on the surface. I used a wire brush and broke the glaze, which helped. For a couple of weeks. Then the glaze probably reformed and the scream returned.
