Should Recall Repair Be Mandatory On Used Cars Sold?

The used car dealer, or rental car agency, that sells you a used car is under no legal obligation to repair safety defects mandated by factory recalls. Nor are they required to tell you if any vehicle they sell you was the subject of a recall.

Should this be a law, or is it the owner's responsibility to see that this is done?
