1998 Chevrolet "ticking" noise

My 1998 Chev Tahoe has made a ticking noise since I bought it new in 1999. Interestingly, it has be below freezing for the noise to be present. It starts at 20 mph and upon deceleration, it quits at the same point. I have had it to the dealer more times than I can remember. They have replaced the speedometer etc. and say they have never heard the noise. The ticking can be heard over the radio, the fan motor was also replaced. Any ideas?

    The fan motor? Boy, they were really fishing, weren't they?

    So this is speed related, and specific-speed related...........hmmm.....you may need a passenger in the car to localize the noise....sounds like you think it is right at the dash area, is that right? Any chance it could be from the engine compartment? does the click accelerate in frequency as the car accelerates?
