If the parking brake cable has frozen and that is holding the wheel, the first thing you can try is to manipulate the cable housing and you might get it to release. If the parking brake actuator lever is accessible it may be possible to take a punch and tap it back to the released position. If that doesn't work we use a pair of bolt cutters to cut the cable as close to the wheel as possible. This problem can be very difficult to deal with until it is disassembled. Then its just a matter of getting the parts to put it all back together.
