OTD doesn't help us analyze your deal since we don't know what your taxes are in Austin and what fees you may have to pay and what other fees the dealer may be trying to stick you with.
TMV is an average, so you want to at least get the selling price down to $35,900 before taxes - since it's an average that means that you may be able to go lower. Honda dealers often sell below invoice, Acura dealers not so much.
Kind of hard to tell long distance but it sounds like you may be stressing with a bit of car fever and the dealer may know that. It's true that the best deals tend to happen at the end of the month (or quarter), but that depends on whether the dealer needs to sell a few more cars to make quota. Austin is a big town and you'd think the dealers would be more competitive with each other there, but that assumption doesn't always hold true.

Below is the split up i got for one of the best offers after checking showrooms in San antanio, Houston and Austin.
MSRP: 37490(Including destination of 990)
Taxes: 2343(taxes 6.25%)
Title and license = 450
OTD Price = 38000(After 2283 discount on MSRP)
Do i need to still shop around ?
It wouldn't hurt to sent that number to a few of the more responsive dealers and give them one last chance to beat it. But I'd be happy with an Acura below invoice.
Good luck and let us know how it goes. If you get hit with "hidden" fees when you go to pay, just say no thanks and walk out. Easier said than done I know, but chances are the numbers will get fixed before you get to your car. If not, then hit the next dealer on your list.
(and yeah, I get a bit paranoid about stuff that can happen at the dealership, but it's rare that that kind of stuff actually happens.)

Since TMV is an average, your goal is to try to beat it. Looks like you are doing that handily since your selling price appears to be $2,000 below invoice. So yeah, looks great.
No idea if you can get all those accessories "for free". Seems like a very aggressive price, but it is the end of the month and end of the quarter and your dealer may really need the bonus money.

But you're exactly right - most of us buy a car every four or five years, if that. The people selling cars do it every day.

Invoice is $34,228 and TMV is $34,683. So a selling price of $33,310 would be a good number.
This is the end of the month and end of the quarter and that may count more for a few bucks off than the 2017s hitting the lots soon. You're doing great so far, may as well try for another $500 to $1,000 pop. Strange things happen when dealers need a few more sales to make their bonus numbers. And even if you don't make any more headway, you're working off a good quote.

I couldn't convince them to give me few free add-ons though. The total price with the add-ons is 36400+800 OTD. Hope it is a good price. I need to sign the deal and pick up the car today.
Not sure about Acura, but there's several Honda dealers online who sell genuine accessories and the prices are usually cheaper than your local dealer, even with freight. That might be the case with Acura too, and could save you a few bucks for things like mats that don't need to be installed.
So you do have a better than average quote right now. Another $500 puts you in @k_k 's ballpark.
I'm used to working off invoice but you're on the right track. Let us know how your $1,500 counter works. You can always ease your number back up. At some point the numbers won't pencil out for the dealer and they'll stall out.
The current Acura programs expire on May 2nd. Roll in on April 30th, and you might see some price movement.

Your price is the sales price + destination + $600 in junk fees or $39,439.
So your quote is about $800 below the TMV average/invoice price.
Not bad but VA (at least NoVa) is usually pretty aggressive on Honda prices. Maybe some of that would bleed over to the Acura dealers if you came back with an OTD total whacking the processing fee down.
But $800 below invoice is good.
