Fog lamp bulb replacement

I need to replace the bulb in one of my 2009 Ford Escape Fog lamps. The book says to reach up and carefully remove the electrical housing. A video I watched says to totally remove the plastic around the tire...and press the tabs. I can reach the housing but can find nor feel any "tabs". How do I get this released so that I can install the bulb?

With the vehicle in NEUTRAL, position it on a hoist or jackstands


Remove the 4 fender splash shield bolts.
To install, tighten to 5 Nm (44 lb-in).
Remove the 4 fender splash shield pin-type retainers.
Position the fender splash shield aside.
Disconnect the fog lamp electrical connector.
Squeeze both tabs on the fog lamp bulb simultaneously and remove it from the fog lamp.
