Driver's door collects rain water

I have a 2000 Chevy Astro Passenger Van. About a year or so ago my van was struck on the left side by another driver. The driver's door had to be replaced. Ever since replacement of the door, it collects water after a heavy rain. I can hear it sloshing around for several days until I guess eventually it drains. Is there a solution to this?

Clean out the drains at the bottom of the door.

The door was new - what could be blocking the drains?

Did someone apply undercoating to the bottom of the door?

Not that I am aware of. Right after the door was installed I had to bring the car back as neither the door handle nor the lock would work. In other words they did a piss poor job installing it.
