1995 Ford F-150 fuel system problem, hard start

My f150 has 4.9l with dual tanks and is hard too start...checked all electrical and all appears working. Connected fuel pressure gauge and reads 15psi at first key flip, 25 at second key flip, 35 at third key flip then full pressure of 45 at fourth or fifth key flip then starts right up. Then will start right up again provided the pressure does bleed off or then I have to repeat the same steps again...any thoughts?

    With key on engine off the fuel pressure should read 50-60 psi, and with engine running 45-60 psi.

    if you pull the vacuum line off the fuel pressure regulator and fuel dribbles out of it, that regulator is no good. Your fuel pressure should not bleed off so rapidly.
