Wil not go over 20mph when pulling small boat

Sometimes when we are pulling something and it is hot out our jeep will slow right down and not go over 20mph, it does not over heat, sometimes it will pick up speed, other times we have to slowly go home. We replaced several sensors a few years back, does anyone know what is wrong?
