    I am being quoted .0011 for 42 months/12 K MSRP $48,865 (including Audi Care) Paymen $690 including DC taxes. Too high?

    MF is marked up, which the dealer is allowed to do. Tell them you won't sign a deal with a marked up MF. Be polite but firm.
