Rebates & negotiations: in which states can dealers include mfr rebate in offer price?

Hi experts,
I'm looking into buying our first car & after some research we are most likely going with new. There is a manufacturer rebate available I'd like to use. I understand that in some states, it's legal for the salesperson to include the customer's manufacturer rebate/incentive (in our case, $2k of "Toyota cash") in the offer price calculations. I'd like to know what to expect *before* I mention the rebate. Does anyone know what we should expect here? We're based in NJ, but if anyone has a link/info on ALL of the states where dealers can apply your rebate to their pricing, that might be helpful for others too.
(And, if I'm somehow misunderstanding this whole thing, thanks for any guidance!

When you mention the rebate, if the salesperson says, "oh yeah, that's another $2000 off my price", then I'll give you a dollar.
We aren't lawyers, so I can't tell you what's legal.. just how the world works, as I know it.
