Can lug nuts be too tight?

I went to a garage with a complaint that the front drivers side lug nuts were loose. They tightened those and all the others, too. Now something in the back is making a horrible noise. Almost feels like a balloon ready to pop - shocks possibly making too much noise - it wasn't making this noise until they did the tightening. Thoughts, please. Thanks.

Did they tighten them with an air wrench? Or, did they use a torque wrench and tighten by hand?

What car do you have?

If that's the case, can't imagine what they could have done. Did they remove any of the wheels, or just tighten the lugs?
