Car will not start

Went to start the car, would not start. A relay in the fuse box started turning on and off really fast. Car still would not start. While checking relays a little while later something the area either in the fuse box or around it. (coil or distributor maybe) started buzzing really loudly. Then stopped. The car does have spark. I do not hear the fuel pump running. The fuel pump relay activated in an off vehicle test but does not click when back in the fuse box. Can a relay test ok off the car but still be to weak to work in the car. Or would it just work or not work at all. Was that fast clicking the death throw. Don't really want to buy another one. the buggers are really expensive Should I replace the EGI relay at the same time. Double jeopardy.

    You'd want to test if the fuel pump relay is getting any voltage. You might also check with a strong light to see if the relay receptor has corrosion. You should be able to confirm that the fuel pump isn't running by having someone turn the key just to "ON" while you listen near the gas filler neck.

    I am only getting 8 volts at the connector in the trunk. Shouldn't I be getting 12?
