I am being told if it's just the timing belt the cost is $400.00 and if it did damage to the water pump it would be $800.00 to replace timing belt, water pump and pulleys. Does that seem high? thank you for whatever help you can offer

It sounds okay. This is one of those "while we're in there" type of jobs, and it makes sense to replace everything that revolves around the belt if you are planning to keep this car for a while. I think what is being referred to here are the idler pulleys and water pump. If the pump hasn't even been changed, it's certainly time to do that.

Also this engine is prone to head gasket leaks as it ages, so be sure before any work commences that the engine is tested for bad head gaskets.
