Water Leaking Over Weatherstrip In Trunk Fix?

On the bottom of the trunk, water leaks over the weatherstrip, like the weatherstrip itself isn't tall enough, but it's the actual weatherstrip that the car came with. I temporarily fixed it by applying 2 layers of aftermarket weatherstrip on top of the original weatherstrip but it eventually lost its stickiness and came apart. What can I do to fix it?
