Mercury Grand Marquis flashing OD Light, Shifting issues

My 1997 Mercury Grand Marquis has the following issues - Flashing OD light all the time, sluggish acceleration due to shifting problems, and fuel smell (not sure if related or not). Transmission harness was checked and fluid was fine. Does this sound like a transmission problem? Any help is greatly appreciated.

    The flashing light generally means codes are stored in the TCM. Have those been extracted? What did they read?
