Air Conditioning Problems?

So, quite randomly, and of course on the 4th of July I realized that my AC was blowing cool air, but not ever reaching its full ability, maybe 10% weaker. Strangely, every time I made a left turn it sounds almost like the ribs of the cabin filter is fluttering, and the pressure to the AC weakens even more. I made another weird discovery that when I opened the glovebox, the 10% was back. So vaccum problem? AC blender door? Just wanted to narrow down the possibilities so I have a better idea. ( hopefully.)

Has the cabin filter been replaced recently?

I changed it about six months ago, so I'll do that to rule it out. 

New development: water leaking on to the floor near gas pedal when I turn the ac on. So AC pump maybe?
