and I get 48 degree air for awhile and then it turns warm. I have the a/c on max and refrigerant levels are ok at 30psi low side.

Condenser fans don't turn at a constant temperature. They are variable. So a defective sensor or fan could allow your fan to turn, but not fast enough to cool the condenser properly.
