Recommendations pls - best value-for-money 3-row vehicle from last 5 years (or older)?

Fist, I don't know a lot about cars so please forgive me if my questions seem naive or ignorant. I have been trying to do my own research, been reading articles and forums on different car sites but I am no closer to narrowing down my choices. It's all just a bit confusing so I thought I'd seek some advice.

I'm looking specifically for a vehicle for my family of 5 with 2 kids in car seats (sometimes 3 in car seats when my nephew is riding with us). Here's what I'm thinking:
- 3-row vehicle (preferable SUV or crossover)
- budget around $15-20K (max $25K)
- preferably 2012 or newer but willing to consider older models
- priorities are safety, fuel efficiency, space (for people as well as cargo), comfort, reliability and low-cost maintenance

Which vehicle from the last 5 years (or more if you think an even older model should be a contender) would you say is the best value-for-money considering my budget and requirements? Should I even consider used or just go for a new one that is within my budget? Would you go for an older model from a "better" brand or a newer one from a "lesser" brand? How much value should I even put on car manufacturer's reputations such as "Toyota or Honda is better than Kia or Hyundai"? What other things should I be considering? Thank you very much in advance for any insight you can give! As you can see, I really need it! :)
