I don't have the VA area, but the money factor we see across most of the country is .00001.
52% residual for this model.

You are correct. $483/mo. for a $31K MSRP vehicle is very, very high.
Assuming they are marking up the money factor, that adds $52/mo. to your deal.
The Prius is supposed to be relatively cheap to lease. I would shop around.
