What is a reasonable offer?

Hi, new to the forum! I am not sure where to post this question however, feel free to move it. I am looking to purchase a used car in the next few days. I am interested in a 2013 certified Volkswagen jetta with 18k on it. the asking price is 13,998 what is the lowest price i should offer in cash and out the door without embarrassing myself? I am on a tight budget and not sure what a dealer will actually go down to out the door.

    Just looking around, the price isn't unreasonable for a CPO but you could try to knock off 10% and see what happens. As one of our illustrious forum members used to say: "if the salesman isn't talking to the back of your head, you aren't negotiating".
