should my EGR valve lines have coolant in them

I have a 2002 mitsubishi galant 4cyl I recently took off the egr valve to clean because the car was idling rough sputtering during acceleration engine light on got the code read insufficient flow EGR so I take it off disconnect the lines and theres engine coolant in one of the lines none came out of the egr valve its self and I'm wondering is this normal for this car

Yes your motor has a small coolant line going to the EGR
There will be a small diameter hose coming off the thermostat housing that goes straight to the throttle body. The throttle body will then have another hose that goes back to the rear of the manifold to the EGR valve. The EGR valve will then have another coolant hose that goes down to the water pump cross over pipe.5
