1993 jeep grand Cherokee starting

I have a 1993 4.0 grand Cherokee. When I turn the key on I only get a seat belt light. No other lights come on and the fuel pump and started don't engage. It's acting like it's the neutral safety switch. Thing is my NSS only has 3 wires and I can't figure out which one to ground out to see if it will allow everything to turn on to start. If it's not it I'm just wondering if it might be the ignition switch module has gone bad and how do I test it
