radiator fan will not shut off

engine radiator fan stays on when the engine is off, I had to disconnect the fan in order to get it to stop running. is this a sensor problem , relay switch, or what is going on, is something stuck? a fuse ?

    How long did you wait before you decided it wasn't going to turn off? Did you check your coolant level BTW?
