Drive Belt - 1 Way Clutch - seized

I took my car for regular service to the local dealer. I was told that Drive Belt 1-Way Clutch Seized. Estimated bill is about $1000.
I never heard of this part. Technician tried to explain to me that it is unique to Volvo. As I understand, I have about 1000 miles - if I want to wait. But I have to get it fixed anyway since winter is here.
Any thoughts? Any help? thanks for your comments
