Honda Finance offered used car interest rate of 2.99% on 4/48 used Honda loan.

My friend just got this loan on a certified CRV. Do u think the dealer still made an interest point on him? Someone I know who was a car salesman said he thinks that dealer probably did. The rate seems so low, can't imagine the Honda Finance actually offered 1.9% and the dealer added a point. Any opinions?

    The last document we have on CPO finance rates expired on 04/17.
    For top tier credit, 1.9% APR.
    If the FICO score is under 710, then 2.9%
