Car Buying Advice - MSDs in NY

I recently learned that NY doesn't allow MSDs. Does anyone know if you can get around that by leasing in a neighboring state (ie: NJ, VT, MA, etc)? It isn't clear to me if the restriction is on the dealers or the lessees. TIA!

The restriction is on dealers in NY.

Haven't heard about it with Toyota, but plenty of instances of BMW lessees using MSDs at NJ dealers.
However, TFS could decide to restrict it by state.
