1993 Eurovan mojo

I have 1993 Eurovan MV with about 200K. Like all VWs it has its own "mojo". I have owned it for 50K miles and its quirk is that on occasion (I think when it is really hot outside) it won't start. You turn the key, all the lights on the dash come on, no clicking, NOTHING. The only solution is to wait it out - sometimes an hour sometimes 3 seconds. Tried a different key, tried to start in Neutral (automatic trans) can't figure it out. I have replaced the distributor, the starter, and the neutral safety switch. From all diagnosis from real mechanics it is not the starter. What next?

    Sorry I meant to say it is not the ignition

    You'll have to do point-to-point testing, starting at the starter relay (solenoid). If the starter isn't getting a voltage signal then you work backwards from there to see where this signal got interrupted. A full schematic would be essential.
