Sell out of state car in CA with lien on title

I've just relocated to the Bay Area. I'm planning to buy a new car and sell my car that has a different state license plate. I've paid off the car a long time ago but never actually removed the lien. I do have the lien release letter from the bank.

Can I sell the car the way it is now or I'd need to remove the lien and get a title in my name first? Would the latter also require me to register the car in CA?

If you are trading it in, you might find a dealer that will accept your paperwork. But, I can't imagine a private buyer would consider your vehicle (I wouldn't).
