You might try unplugging the connectors to your back-up lights and see if that saves the fuse. If so, then I'd examine the harness in the trunk for a kink or fray or damaged connector. The short could be anywhere between the reverse bulbs and the reverse switch on the transmission.

Does that fuse control anything else? You may need to get yourself a wiring diagram to see what intersections might be suspect.
