We are considering purchasing a 2017 with 60K miles and a 2015 with 60k miles. Just in regards to miles is the 2015 the better purchase?

Miles are miles... the 60K on the 2015 isn't any better, just because it took them three years to put them on, instead of one year. Cars don't need to rest.
