Out of State Purchase: California to Texas, help me understand.

I am considering purchasing a Certified Preowned vehicle that was a lease return and is currently tagged and titled in California. It is in the dealer's lot and they are saying that I need to personally wire the entire amount to them per policy, they will not let my credit union do it. I am going to get a loan from my local Texas based Credit Union that has already approved me to purchase from out of state.
I don't really understand the process what they are saying, but they say it will take 8 to 10 weeks to sort out the title and I cannot drive it until then.
I was going to pay the taxes atlocal DMV upon arrival.

I thought it was simple:
Dealer sends me bill of sale, I sign and send back
Dealer sends bill of sale to bank
Bank funds car via wire to dealer.
The dealer ships car via transport service (separate charge), mails paperwork to me
I get car, take paperwork to DMV
I pay taxes at DMV.
I wait for DMV to issue me Texas tags and registration, in the meantime, drive it.
Bank hold onto lien and title.

I can't find easy answers at all from my searches online.

Edit: apparently there is a form CDTFA-448 from Ca that I need notarized by the seller and me (we are 1500 miles apart)!?

Any advice would be appreciated.

    It seems this dealer doesn't want to bother with an out-of-state buyer. That's their choice. I'd look for a different car, closer to home.
