can I please get the MF/RV for X5 hybrid 40e for area code 96813. MSRP $68,495 with rebate $4,750.
Dealer giving MF/RV: .00206/59%. $4,500 down with $850/month. Deal or no deal?

CA restricts doc fees to $80
You really only need to pay 1st payment and government fees at signing.

The money factor is marked up the maximum allowed. That adds about $45/mo. to the payment
What is the selling price and/or adjusted CAP cost?
With $4500 upfront, that's definitely not a good deal.
