how do I fix the 4X4 operation on a 2008 Ford ranger?

the 4X4 low dash light is on and the 4X4 low is engaged. The switch is not functioning. Cannot get it out of 4X4 low.
Could it be a fuse problem?

    Some people say you can put the truck in neutral and then try the switch.
