I'm a newbie on this. Is this number reasonable?

The base APR is 2.50%, so that's marked up (which is typical for a BMW dealer)
Either of those two items would knock about $20/mo. off a 60 month payment
Both = $40/mo.
Don't expect that to be an easy negotiation. Especially the APR part.
