Trade in Value and Sales Tax savings question

I was at the dealers this weekend to buy a new car and got my trade in value from Edmunds, KBB, and NADA. They all were about the same. Around 40K. However the dealer came back with 36K for trade in and when I asked why so low. He asked where I got my number. I told him and he says that's because they add the sales tax savings in on their values. I.e., Sales tax runs around 10% so 36K + sales comes to about $39.6K. My question is ….. Is this true??
