2000 Jeep Cherokee Whine on start-up

The 4.oL I6 whines on start-up, no relationship to engine RPM, goes away in 15-30 seconds. Again, independent of RPM. What is not driven by the engine/serpentine belt assy that would make a whining noise that dies out after a short warm-up (again, 15-30 seconds)

    Possibly a valve in the EVAP system? Have you tried it with the engine off, just turning the ignition on?
