Can Lease-end disposition fee be removed from the contract?

Looking to lease a new Audi and see their lease end disposition fee went up to $495. Certainly aware they won’t charge it if you end up buying the car or getting another Audi. However, who sets this fee - AFS or a dealer and how easy is it to get them to waive it up front?

AFS and their lawyers put it in every lease contract. The dealer has no ability to change or waive the fee.
