2019 Lease Terms - Lease Credit and Sales Price

This is newbie question. Do they typically add the lease credit and other credits to the Sales Prices (Discounts) or is it not added to the discount?

I'm getting a lease offer with 10K off from MSRP but that includes the $3500 in lease credits and conquest. Does that make sense? or is that typical.
